Was Heather Locklear Framed?
It sure looks like it to us.

TMZ reports that the woman who called 911 on Heather Locklear is actually a former Us Weekly staffer who was once under investigation by the FBI. Sources say she called a paparazzi agency immediately after calling 911 so they could shoot the exclusive photos of Heather's arrest. Talk about low!
Today, Ishkanian's lawyer Nick Tepper told "EXTRA" that any implication that his client was after Heather -- or a story -- are plain wrong, saying, "My client was visiting her hometown ... happened upon a person who happened to be Heather Locklear ... that's all."
Irregardless, a CHP official told TMZ all of this has absolutely no bearing on the case. If Heather was indeed under the influence, it doesn't matter who reported it. The official says the case file already has been referred to the Santa Barbara County D.A. and is currently being reviewed. Much of the outcome hinges on the results of Heather's drug test, which is due in about three weeks.
We can't help but feel sorry for Heather's daughter Ava in all this mess.
