It sure looks like it to us.

TMZ reports that the woman who called 911 on Heather Locklear is actually a former Us Weekly staffer who was once under investigation by the FBI. Sources say she called a paparazzi agency immediately after calling 911 so they could shoot the exclusive photos of Heather's arrest. Talk about low!

Today, Ishkanian's lawyer Nick Tepper told "EXTRA" that any implication that his client was after Heather -- or a story -- are plain wrong, saying, "My client was visiting her hometown ... happened upon a person who happened to be Heather Locklear ... that's all."

Irregardless, a CHP official told TMZ all of this has absolutely no bearing on the case. If Heather was indeed under the influence, it doesn't matter who reported it. The official says the case file already has been referred to the Santa Barbara County D.A. and is currently being reviewed. Much of the outcome hinges on the results of Heather's drug test, which is due in about three weeks.

We can't help but feel sorry for Heather's daughter Ava in all this mess.

REALLY? She just happened upon Heather and happened to have a camera? Give me a break. She was the only person to call 911, not one other person called this supposedly intoxicated person in? What about all those witnesses? Also notice how the paps who took photos of Heather roadside also have a close up photo of the ring on Heather’s left hand. This is so obviously a set up by this US Magazine employee. This disgusting woman reeks! And the police officer taking photos of poor Heather with his personal cell phone. Yes I feel sorry for Ava…Ava and her mother are victims of a corrupt system. There should be an investigation into this whole situation. Someone is getting paid.

As a flight attendant, I met Heather when she flew on my flight a few years ago. She was a complete dream! She was kind to the passenger sitting next to her in first class and she was wonderful to the entire flight crew. I hate that Heather is being shown in such a bad light. She is a good person and a terrific mother to Ava. If the drug test come back positive, I hope the public will leave her alone so she can get help. This is one of the main reasons I do not read the ridiculous rag magazines….trust me, we have plenty that the passengers leave behind. I will continue to toss the magazines away!

shame they have to pick on such a sweet talented person; compared to other actresses & there actions shes a complete angel in my book! this is all they could get on her in her what…40 something years? hymmm…
