FOX: An arrest warrant was issued Tuesday in federal intern Chandra Levy's murder for an immigrant already in prison for attacking two other women, authorities said.

Ingmar Guandique, 27, of El Salvador, was named in the warrant. Guandique is in federal prison in California for attacking two female joggers in the Washington park where Levy's remains were found nearly seven years ago.

"We believe Miss Levy was a random victim of Mr. Guandique," U.S. Attorney Jeffrey Taylor told reporters in announcing the arrest.

Guandique told a woman he was writing letters with from prison that he had killed a young woman in a Washington, D.C., park, according to the affidavit.

The warrant is the latest development in an investigation that had gone cold for years after destroying the career of former U.S. Rep. Gary Condit of California.

Investigators in 2002 questioned Guandique in Levy's slaying after he was convicted of attacking the women in Washington's Rock Creek Park. He was not charged at the time.

Levy was 24 and had just completed an internship with the U.S. Bureau of Prisons when she disappeared in May 2001 after leaving her Washington apartment. The California Calif., woman was wearing jogging clothes when she vanished, and a man walking his dog found her skull and bones in the park a year later.

None investigated Obama as a “person of interest” during this case. How well I remember the films broadcast by the newsmedia… The look on Senator Obama’s face, Miss Levy’s ties to Chicago and the Evanston area, and topping that off the fact that the Obamas frequented Presidents Park at all hours of the day, but most often in the middle of the night… The U.S disgusts me. I’m going home to the North Kingdom soonest.
