Girl, 12, Pregnant After Being Allowed to Live with Boyfriend

NEWS.com.au: A 12-year-old girl who was allowed to live with her 15-year-old boyfriend is set to become one of Australia's youngest mothers.

The girl had been sharing a bed with the father of her baby from the age of 11, after her mother allowed him to move into their home despite her father's pleas to authorities.

When her father complained to staff at the NSW Department of Community Services helpline several times, they failed to do anything about the situation, The Daily Telegraph reports.

NSW Community Services Minister Linda Burney has admitted her department made "major mistakes".

"It's a disturbing case. It is true in my view that DoCS should have intervened more strenuously than what they did," she said.

Police said they were also unable to intervene because both children were under the age of consent. If the boy had been 18 or older, police would have immediately begun a criminal investigation.

When the girl's father had to take custody of her in March, he discovered his daughter was pregnant. He is outraged it took the shock news his child was to be a mother for government agencies to finally take notice.

The department admitted yesterday it had failed to act earlier because staff were working on more urgent cases. "My advice is there were some very severe neglect and abuse cases being dealt with at the time. But even given that I would acknowledge that DoCS could have done a lot more than what they've done in terms of this young woman," Ms Burney said.

Opposition community services spokeswoman Pru Goward said all DoCS had to do was call in outside help. "They just had to admit they couldn't cope," she said on Fairfax radio.

"I can be sure that the case worker that managed this was, like many other case workers that I have run into, supported by nobody. DoCS systematically fails children, they do not consult with families, they do not consult foster carers, they seem to have given up on teenage girls."

Staff from DoCS and the state departments of health and education are now clamouring to help the child, the father has told his local member, Dubbo MP Dawn Fardell.

"He came to me. The police said 'Our hands are tied'," Ms Fardell said yesterday. "The father said to me it looks like he and his partner will raise the baby. They are happy to do so.

"All the agencies have come in now, and there were different options for her. It is a child having a child. We need to surely look at what we can do. Someone needs to be accountable for this."

Senior police said because the children were both under the age of consent and the girl failed to make a complaint of sexual abuse when she was interviewed, they were unable to act.

Details of the girl's life emerged in the NSW Parliament earlier this month. Her mother was placed in a mental health unit in March and when her father took over his daughter's care and went to police to report the pregnancy, she ran away.

The girl has since returned to her father. Neither can be identified for legal reasons.

The girl will be offered continuing counselling, parenting advice and educational services. A plan is also in place for the care of the baby, expected later this year.

Well they arent at an illegal age, only 3 yrs apart which is about most adult relations or so. Yes the parents should have been more responsible in teaching the kids Sex ed. 12 is very young not even a teen so it seems weirds. Why is the title all about the 12yr what about the 15yr olds parents they allowed it too. So much come to mind, both sides of right and wrong in this case.

This girl’s mother is a criminal!!! To allow her daughter’s boyfriend to move into their house and SLEEP with her daughter is unconscionable. I’m mortified by this story and by the idea that there are “sides of right and wrong.” It’s terribly, terribly wrong. It’s child abuse. It’s criminal.

i think this is not ok by me being a teenager well im almost 14 and i don’t think this is right coming from me this is not right because i am a teenager myself and i wouldn’t want my mother to let some boy mobe in with me. even though we are about ot have a baby it still crazy1 it reall is child abuse! I HAVE A BABY I KNOW WHAT I’M TALKING ABOUT!

I’m 13 and As a teen ager and as a girl . I would like to say that it is not right that the boy will only suffer cause its for the girl to descide if she wanna try sexual abuse. But it only depends if the boy really force the girl to try that thing or he “rape” instead. I’m saying this cause i wanna be fare not because im a girl im innocent but im a concerned teen ager regarding this issue.
