He said that no crime had been committed, because she left voluntarily. Even though the "Balloon Boy" dad and the "Runaway Bride" both had to pay restitution, those cases are apparently quite different. Both of them lied directly to the police. Tiffany, on the other hand, had no contact with the police until she was caught -- and then she confessed everything.
Bottom line: There is no crime in leaving the state.
"She may have made some mistakes, but everyone does -- and I can't blame her for any of this," David said. "There may be issues to work out, but that's OK."
